DECLARACIÓN DE ALDEAS INFANTILES SOS INTERNACIONAL A RAÍZ DE DENUNCIAS EN PANAMÁ

Aldeas Infantiles SOS ha informado al Ministerio de Desarrollo Social (MIDES) y a la Defensoría del Pueblo en Panamá sobre los supuestos hechos históricos.

El bienestar de las niñas, niños, adolescentes y jóvenes es nuestra máxima prioridad. Pedimos disculpas a toda persona que haya sido objeto de actos ilícitos o que no haya sido tomada en serio por Aldeas Infantiles SOS cuando tuvo el valor de exponer sus preocupaciones.

Estamos comprometidas/os a tratar todas y cada una de las alegaciones con el máximo cuidado, diligencia y de acuerdo a nuestra Política de Protección Infantil. Proporcionaremos ayuda individualizada a las personas afectadas por los abusos en los programas de Aldeas Infantiles SOS, para apoyar a que puedan sanar y superar lo vivido.

Dado que esto requiere confianza y privacidad, es nuestra política nunca divulgar casos individuales, a menos que las personas afectadas elijan lo contrario. Esto también sirve para proteger a las/os denunciantes de posibles repercusiones. Para ser claros: en nuestra opinión, hacer públicos los casos simplemente por publicidad, se interpone en el camino del apoyo confidencial, sostenible y perjudica a las víctimas.

En mayo de 2021, la Directora General de Aldeas Infantiles SOS se disculpó por los fallos de la organización en el pasado.

Después del anuncio público, Aldeas Infantiles SOS tomó de inmediato una serie de iniciativas para mejorar los estándares de protección, así como para facilitar la denuncia de abusos y garantizar que se investiguen las denuncias.

Una de esas iniciativas fue el establecimiento de una Comisión Especial Independiente. Informamos a la Comisión sobre las denuncias y la falta de acción en Panamá. Su mandato es investigar a fondo los presuntos abusos, malas conductas y cualquier problema estructural.

Las iniciativas han sido capturadas en el Plan de Acción de Salvaguarda desarrollado el año pasado. El último informe de progreso sobre el Plan de acción de salvaguardia se publicó el 5 de mayo de 2022.

DECLARATION OF SOS CHILDREN'S VILLAGES INTERNATIONAL FOLLOWING ALLEGATIONS IN PANAMA

SOS Children's Villages has been made aware of allegations of child safeguarding incidents in Panama's member association during the 1980s. The allegations include sexual, physical and emotional abuse. It is also alleged that SOS Children's Villages, including at the international level, was made aware of these possible wrongdoings and did not take appropriate and timely action.

The Ministry of Social Development (MIDES) and the Ombudsman’s Office in Panama have been informed of the alleged historical incidents.

The safety and well-being of the children and young people in our care remain our highest priority. We apologize to victims/survivors of abuse in our programmes, or anyone who was not taken seriously by SOS Children’s Villages when they had the courage to come forward with their concerns.

We are committed to dealing with all allegations with the utmost care and in accordance with our Child Protection Policy. We will provide individualized support to people affected by abuse in SOS Children’s Villages programmes, to support them towards healing and closure.

It is our policy never to disclose individual cases, unless affected individuals choose otherwise. This also serves to protect whistleblowers from potential repercussions. In our opinion, making cases public simply for publicity gets in the way of confidential, sustainable support and harms victims.

In May 2021, the CEO of SOS Children’s Villages International apologized for past organizational failures.

After last year's public announcement, SOS Children's Villages took a number of initiatives to improve safeguarding and make sure that allegations are investigated in accordance with our organizational policies and procedures.

One of those initiatives was the establishment of an Independent Special Commission. The Independent Special Commission has been informed about the allegations and the lack of action in these historical incidents in Panama. Their mandate is to investigate alleged abuses, failures and other wrongdoing independently and impartially.

The initiatives have been captured in the Safeguarding Action Plan developed last year. The latest progress report on Safeguarding Action Plan was published on 5 May 2022 .
